Good Governance Practices of Women's Assemblies in City Councils of Turkey: A Perspective on Participatory Democracy and Equal Representation

This study examines the institutional role and functional dynamics of city councils and women's assemblies in local governance through a multi-layered methodological approach. The research thoroughly analyzes the role of local governance mechanisms in the democratization process and the functionality of city councils from a gender equality perspective. In recent years, the role of city councils in strengthening local democracy and the effectiveness of women's assemblies in decision-making processes have gained increasing significance. The theoretical framework comprehensively addresses the historical transformation of state-society relations, the evolution of the governance paradigm, and participatory democracy within the context of feminist theory. The position of city councils in terms of democratic legitimacy and participatory management is evaluated in light of international examples and comparative analyses. Women's assemblies, which constitute the focal point of the study, are examined through dimensions of inclusive representation and strengthening democratic participation at the local level, accessibility of urban rights and development of sustainable urban development strategies, and transparency and accountability mechanisms. The effectiveness of women's assemblies in city councils' decision-making processes, the challenges they face, and their solution strategies are analyzed through a literature review of previous studies. The study presents a comprehensive historical analysis extending from the founding years of the Republic to the transition to multi-party political life, aiming to reveal the historical background of good governance and development processes. In this context, the institutional development of women's representation in local governments is evaluated within the framework of legal regulations, international conventions, and gender equality policies. The study identifies the insufficient number of women's assemblies in city councils in Turkey as the most significant issue. Through systematic analysis of good governance practices in existing women's assemblies, the study presents policy recommendations for increasing the effectiveness and ensuring the sustainability of these structures. Additionally, it identifies the structural problems that city councils face in terms of democratic participation and gender equality, proposing a strategic roadmap for addressing these challenges
