Abstract

This article is the final academic work written on October 19, 2023, by retired diplomat Bülent Karadeniz, who passed away on January 1, 2024. Our journal has deemed it appropriate to publish this valuable work both to honor the author's memory and to transmit to future generations the perspective of an intellectual who made significant contributions to Turkish diplomatic history and intellectual life.
